Flicker occurs when LED lights aren’t adequately “rectified”. Or better said, the AC voltage powering the light sets or bulbs is not smoothed or rectified by electronics in the light set, bulb, or fixture.
The LEDs are flashing on and off as standard AC power is cycling through its voltage waveform. High-quality LED light strings are manufactured with rectifying circuitry at the beginning and often in the middle of the set. While flicker cannot be eliminated entirely, the effects are minimal when the electricity is smoothed by these inline rectifiers.
